This is a PWM solar charge controller from Victron's BlueSolar line with an LCD and 2 USB ports of 2 A each. It rates 5 A of charge current and senses whether the battery is 12 V or 24 V. Charging runs in three programmable stages: bulk, absorption and float. The load output offers a programmable low voltage disconnect and a manual cutoff. The case is rated IP20.
Our take
At 5 A with no temperature compensation, this is a plain controller: three programmable stages and a load output with a low voltage disconnect. Charge voltage will not follow battery temperature, and the IP20 case wants a dry spot.

NMMA says charging sources must meet the charging profile the battery maker recommends. A charger's presets are its own maker's, so set it from the battery maker's figures.
